This manifesto was the political basis of the highly successful World Conference of Workers held in Berlin on November 16-17, 1991 just after the first Persian Gulf War. It examines the historical crisis of leadership in the workers movement as it has developed throughout the twentieth century and puts forward a Marxist strategy for uniting the international working class.
